Regardless of what may be blocking a part of a die, is it always referred to as a Grease Fill ? Say the die got filled in with copper from a penny ?

The term Grease Fill is just another way to say the coin was Struck Through Grease. Although, saying the term Grease Fill may be better, because it tells you that the die was filled with grease during the strike, causing etheir full or partial blockage, causing the devices to be weakly struck.

So the obstruction could be anything blocking the die ?

Yeah pretty much. It could be even grit and other debris that got filled into the die. Sometimes people even call it a "Filled Die", but I do not see this term being used very often though.
