First photo gives the ms impression but second photo show the pl surface. I think this coin was in a pl set, was removed and placed in a 2x2.

PL64 sounds right to me as well! Thanks for the opinions

MS-62 by this photograph but maybe a little higher seeing it in person?

Im going to say I'm 99% sure it's business strike. Most of the business strike 1991 quarters I've seen have those vertical lines of what I assume are polish lines on the die itself. The PL ones do not and 1991 PL don't have this sort of luster.
I think you got a nice little MS63.

Thanks guys, I got this for a resonable price. Low mintage year! Was this due to the RCM going on strike ?
