Wearwise, it's around a 60 but, either due to the photographic lighting or past cleaning/dipping, has very muted dull luster. Pay no attention to the placement of the "H" mintmark. Each die had the mintmark hand-punched in so there are as many placements as there were working dies .. probably more than 20 dies used.

Wearwise it's MS67, why stop at 60, all MS coins have absolutely no wear by definition.
Marks,so-so strike,hohum luster bring it down to MS62.
From those pics it appears cleaned, which would warrant a grade of MS Details.
"Dipping" is not considered cleaning...

Me thinks maybe cleaned in soap and water, no abrasion that I can see, but I can see discoloration.

The H can be all over the place ... high, low, left, right, canted, etc. There are no placements any less prevalent than any of the others. Each working die had a handpunched mintmark and each die lasted 30,000 to 60,000 strikes unless it broke early. Some dies may have lasted 100K, others 10K.
