This immediately stood out because of the color, it looks like a gold coin, it also felt light, it weighs 3.0 grams. After closer inspection it's easy to see lettering and numbering all over, especially S's and 3's. At first I thought maybe it had printed over another coin, but I dont think so, it also appears to be covered with the wheats, even on the opposite side. Is this some type of error? Does this have any value?

On the reverse, it looks like you have a Delamination error (peeled flaky metal).

Well whatever it is, the value is going to be one cent or copper value.

I would give it a good acetone soak and see if that goop comes off,I see what your seeing on the obverse what looks like wheat stacks from a die clash, the reverse could be all goop that another coin left imprints on,acetone should help
