D & H Rarity Listing And Discrepancies

I have been making the most of my new d & h book. I'm confused on some of the rarety ratings.
For example a penryn volunteers 1794 token is listed as common, however it took me a long time to get one and the majority I have seen pictures of are very poor.

Is it a case of taking the ratings with a pinch of salt?

Bell also lists it as common. Galata makes no comment but prices are not particularly high compared to others, which possibly indicates rarity. I suspect when DH says common it is relative to all the others, rather than an absolute statement.
