I may be late to the party on this. I know the mint didn't start canceling coins until mid 2003. so what gives?

I found other examples of 2002 canceled coins.
Do you know why it was waffled ?

Having a coin cancelled prior to 2003 shows the practice started prior to that date. SBA dollars were cancelled in the 90's, I'm sure there are other series that were cancelled prior to 2003.

The only thing I can see is its .3 grams under weight

Even planchets that are defective are canceled. Why? So they can't be spent in vending machines.
