Almost certainly environmental damage. Weight should probably prove it is neither of the two possibilities you suggested. If it was struck on cent stock it would weigh about 2.92 grams. If it was missing both clad layers it would weigh 1.53 grams. Environmental damage would weigh about 2.26 grams.
