Looks like the surface reacted with something from the holder. Looks irreversible.

Throw whatever proof set holder you put them in away. There is likely something foul in it that ruined your coins. Did you wash it before putting in the coins, trapping moisture?

Almost looks like PVC damage. If they were mine, I'd try an acetone dip. May come off if not etched into the metal. Good luck.

I would definitely try an acetone dip with those, and probably include a pat with a clean acetone soaked Q-Tip. That may take it off completely. I would also toss the holder, and any other holders that are the same.
I really like seeing the original boxes. Your's also helps confirm my suspicion that the 1950-52 boxes should have tape in two directions while the 1953-54 have only one.

If the acetone doesn't do anything, then your last chance would be to dip them.

At this point I would try acetone first and if that doesn't work then you have nothing to lose trying some dip. As they are their value is already greatly reduced, a dip (unless you leave it is a long time) isn't going to reduce it more. And if the stuff comes off the value could go up.
