That's a pretty clear example of Machine Doubling (MD).

It is actually call pushed doubling. The devices were moved a bit. usually Machine Doubling reduces the devices, but on push doubling the metal can actually be enlarged bu the machine moving so much after the strike. No premium I've seen this before on the same year:

No premium as the MD is an alteration of the coin after the strike. (devices damaged)

From what I understand, Push Doubling is a subtype of Machine Doubling.

Correct. Machine Doubling doesn't follow exact rules. It comes from a machine after the strike. Even the slightest die movement damages the coins.
