Looks like an RPM but, maybe just damage or deterioration again? Coin is in rough shape.

@PG, my initial thought was that it was just a little zinc rot pushing up the copper plating, but it sure does look like a D mintmark. Let's see what some others say. In the meanwhile, I note that it doesn't look like anything on the variety vista page:

Just a Zinc Rot bubble forming. It's not an error, just Post Strike Damage ( PSD). Your coin is only worth face value.

Definitely zinc rot, not a RPM. The whole coin is corroded.
