Unless you are able to provide a clear,focused,close up of the MM without any GLARE! the MM looks like it has taken a hit and it is damaged, and the glare doesn't help either.And again I highly doubt it is an RPM ,there are only TWO known attributed RPM's for this year by V.V. and yours is not it.

I agree with Chase. Also, if a mintmark is Doubled it is called a repunched mintmark or RPM. Mintmarks were punched by hand and were not made into the die until after 1989.
