@Yellzaboff, I see what you are talking about but sorry that is not an RPM. Just weird surface wear and staining in that region that looks vaguely S-like ( Pareidolia).

What if they removed the large S from the one die used and this was a test S? Dosent appear a lot lower than it should? Remember how they lied about the 1960 small dates

Well, I suppose that there are all sorts of possibilities as to what happened, but the simplest explanation is that you have an S mintmark and some sort of surface discoloration that has the same general shape as a letter S. I have enlarged and enhanced your photo and then hand-drawn where I see the S. I think that you will agree that while it certainly looks like an S, it isn't the same size as the letter S in the mintmark. Moreover, a mintmark (whether repunched or not) would be raised above the surface of the coin and this other region is flush.

Added: In terms of the location of the mm, remember that these were placed by hand at this time and there was some natural variation in the location. Previously on CCF, we have commented that unless the letter is so far away from its ideal spot that it is touching another design element, there probably isn't a premium.
