I have a Roosevelt dime with a blob of metal coming out of his head (looks sort of like a horn).Is this an error and if so is it worth anything?

With the wear and tear of striking thousands of coins, the dies start to break from the repeated stress. It normally shows up in the form of small chips (like yours) or cracks. It progresses in severity until the die is retired and replaced.
