Looks like 'R palm branch P', perhaps 'R palm branch over dot P'.

I believe it stands for Roma Prima (Rome, 1st officina).

Thanks! This is the first time, in my limited experience, that I've seen anything but letters in the exurge. No wonder I couldn't decipher a letter out of a palm branch!
