This 1987 penny the rim appears from liberty to IGWT looks off. Is this some type of error I your opinion? And anything of significance?

First, welcome to the forum. What you have here is pretty common. I believe what you are referring to is caused by a slight misalignment of the planchet (the blank alloy) and striking dies or a shifting within the collar which holds the blank during striking. Remember, this happens thousands of times per minute which sometimes prevents them from being 100% square during that process.

Overall, not a bad piece pulled from circulation. Still has a nice red color.

@ballyhoo nailed it--you have a very slight MAD. It seems that there is no premium for this until the misalignment is severe enough that some of the design elements start to fall off the edge. As noted, your is a very nice example though.
