1965 Quarter With Copper Droplet?

I was going though my dad's old things. I came across a horseshoe ring in a ring box. I just happened to lift up the padding the ring was stuck in and this quarter was hidden underneath. It looks like maybe copper was dropped on it and then it was struck, but I honestly don't know. Hoping someone might be able to tell me what they think?

If copper had been dropped on the planchet before the strike, then it would show as part of the busts shape. This is a post addition after the coin was struck. Not a mint error. Just a destructive thought of a person with too much time on their hands. Just a face value coin. Probably won't fit in a vending machine.
