I looked at this bill closely, and I think it's a minor ink smear. If it is, is it worth keeping? Please tell me your thoughts!

It appears to be a slightly different color/shade than the ink used on the portrait, so for that reason I believe it to be post BEP, and not an error. Also, it's kinda insignificant...sorry.
