I think what you have is a late stage die issue going on. This is characterized by rays flowing out to the edges, especially around raised areas such as design details and raised edges. I consider this a minor defect on the coins but overall quite a common one. The mint has simply used the same die pair for too long.

It's Die Deterioration
from overuse of the dies.
