This coin caught my attention the second I opened the roll... the rim appeared silver and was SHINY! The entire coin is shiny actually... I thought proof but the devices aren't frosted,would this be a SF?

Definitely has been artificially plated. It's not an error and is Post Strike Damage ( PSD).
