It appears this may have been produced during the Universal Exposition of Seville (Expo '92).

The wikipedia page for that expo https://en.wikipedia.org/wiki/Seville_Expo_%2792 identifies an "Avenue of Europe" area where the European Union, and Nations of the European Union, had pavilions for the event. This seems a likely place to start a search for more details, if desired.
