Can't conclusively tell from the photos, probably, as there are a lot of RPD's from 1864LM obverse dies. At least 40 different ones off the top of my head are RPDs, so not a significant bump to any premium price. Try some acetone and work that verdigris off around the date if possible (only if you know what you are doing) I don't want to say clean this coin, but it would benefit from a conservation, and may help with deciding if the RPD call is correct. The coin already looks pretty well circulated so you won't do any real harm to it if you work the verdigris off gently.
