I'm leaning towards PMD on this but as it's the first one I've found like this..what do you guys think?

PMD. You can see the tops of the letters still intact.

It looks like damage to me, but I can say I haven't seen quite that before. It's interesting.

But it is still a damaged coin. Keep the best, spend the rest. (unless they are wheat cents and they get saved)
