hi, I was wondering if this is an error or just normal for this 1982 d penny, the reverse is the same, thank you experts

This was the first year they started using the copper plated zinc sets. They look like this for several years, until they figured out they needed to rinse the zinc dust off the planchets before plating. Still happens now and then, but back in the first years years, it looked like Abe was going through puberty again.

It's a plating issue. It's pretty common for that year. There's no premium for this.
