I saw this cent and wondered if it is error or damage. Is it even possible for this to happen?

In my opinion, that area was struck by something post-Mint. It is just damage.

The only reason I thought it might be an error is that the T was larger than the other lettering and I thought damage would probable remove material.

Not if it was hit on the top. The lettering would just spread
as in your case.
Remember, It is only an error if it happens during the striking
of the coin. Anything after that is just damage.

On a doubled die, the devices are enlarged, but it is not just one device. All the great RPMs cover a large area of the devices next to each other. If one is enlarge and distorted from what the normal shape should look like, then it is probably damage. Just as your coin looks like. The rest are normal, that one at one time was normal until the damage happened.
