1992 Penny Error Looks Like Mint Mark Stamp On Date

I'm new to coin collecting can any one tell me what this is thank you.sorry for the pic not being the best took it on phone and tried to fix it on this site.

You can't see in the pic but under a magnified glass it says 1992 the 2 just on the outside of the mark thank you.

RPMs ended in 1990. Just split plating and zinc rot setting in making it look like something its not.
