I think this is a small date. (not sure) Line on face and field on obverse. Doubled mint mark. Doubled letters on reverse States - America. Line through ric in america. Double on memorial on reverse. Hopefully I got something right. Any comments appreciated.

There were no small/ large date cents for 1983. The only small/large date in the 80's was 1982. What you're seeing is Machine Doubling.

Notice on the 'O' on one on the bottom. That area is showing Machine Doubling. How to tell, note how the device is reduced on the bottom of the devices. SO it one has MD, all the letters altered are probably Machine Doubling. Note the left cornice roof area. Classic Machine Doubling there. You are looking at the edges of the devices. A doubled die would show a spread:

Notice the lower image. Can you see the spread on the center of the devices. Don't look at the edges, look at the centers of the devices.

I am still learning. does this date seems like a doubled die ? The Mint mark was also doubled. so for what I learned is that, if date and mint were doubled,, then this is a MD. but the date is really looks like a doubled die for me.

please help.

Note the devices are normal in size. What you are seeing on the tops of the date is coin wear on that area.
