Correct it is a 1918. How can you tell for sure. Note the VDB under the shoulder on this coin. The 1909-1917 coins didn't have the VDB there. Machine Doubling a struck through issue left the coin looking like that.
It would help to see a photo of the reverse. In the meantime, the pattern of doubling on the obverse strongly suggests we're dealing with a close double strike. We'd need measurements of the coin's diameter to see if the second strike was in-collar or out-of-collar.
