It's Post Strike Damage ( PSD), caused by a counterstamp punch.

What's the purpose of a counterstamp punch? I have a quarter with a number 1 stamp on it.

Metal detecting clubs have events for their members where coins are seeded . Some of the coins are stamped with numbers that correspond to special prizes. This coin could have been used as a claim token at one of these events.

They used to advertise on coins, use tokens when money was short. I have a token from a store that when you cashed a check, they would give you a token worth 25 cents to get you to spend it in their store.

There are people who collect them. But not a big premium for them though. It just depends on how bad they want them. A link to the forum on this site below.
