Looks like Machine Doubling to me. Happens when the machine shifts a little during minting. It creates a flat and shelf like double image.

That is a really good example of Mechanical Doubling - most of the time it requires a good magnifying glass to see !
Most folks won't pay much - if anything - for MD coins. I've sold coins like that in the $2 to $6 range, however some members in this forum will say it's only worth face value.

That line from the eye to the nose was caused by Machine Doubling. It is Machine Doubling.
