Looks like damage or scratches which I think would detail the coin or am I way off?

The abrasions and marks on the legs, lap, arm etc are on high points of the devices and not severe enough to detail a coin with this level of wear. Abrasions that deep on an AU or MS coin might be a different story.

I would call this one "optimistically" graded. I really like the overall look and surfaces though, but I doubt I'd pay XF money for it.

It is the closest XF CC I seen to retain most of the Liberty so far. I am staying away because I too agree it's been clean. The struggle of a purist I guess.

with both points. It's eye appeal is poor and the grade is a stretch IMO.
