I believe that the Japanese text above the building says "Tokyo".
Has anyone seen Silver F. before?
What could that mean?

Did some searching. Always up for a challenge.

Only thing I've discovered so far is that the archway image is called a Torii.

It is a torii gate. These gates markes the border between the profane and the sacred. As to what the markings of characters says you could ask any one who knows that symboloc language

Continuing on with the made-for-tourists riff, I wonder if SILVER.F means that it looks like silver but actually isn't since a different word was used (the designer was intending to deceive people).

The characters appear to be Katakana , though I do not think there is any actual meaning. Someone who is better at interpreting Japanese please correct me if I am incorrect.
