I don't know whether this is a double sided Struck Through Grease, or Could it be a thin Planchet at that spot ?
The coin weights 2.48 g.

Is it common for the Struck Through Grease to happen on both sides of the coin ?

I wouldn't say common but I have noticed that the 2003's are terrible about the grease issues.

Struck Through Grease errors are usually one sided, but both sides can get filled with grease sometimes.

Makes me wonder how it happened to get grease on both dies, in the same spot.
Also, when a Struck Through Grease happens, how many coins does it typically effect ? I know that a tough question to ask, I imagine it could be 1 or a 100.

Keep in mind the grease probably was moved with a cloth pushing it into the deeper parts of the die. Thus blocking out some of the devices. Note how the affected devices are stronger on the bottoms of the devices? It was moved around so much it almost filled most of the die:
