1964 D Lincoln Cent Error?

Hi everyone I found this 1964 D Lincoln Memorial cent it looks like it has an error on the breast of Lincoln. Can you let me know if it is a true error?

I figured you meant bust instead of breast. LOL But on the mint mark you can see where the metal is moving towards the rim area as well as the 64 also. So when you look at the full date, note how the 1 is the smallest digit? The 9 is slightly smaller than the 6. So because of die polishing the area you are looking at is also reduced as well as the 19 on the date. Probably to remove a die clash on that area. Looks like the 'TY" is also reduced from die polishing also. Just what happens when they are trying to remove a clash. No premium. Just to know what caused that is all the reward today.

What about the piece that is coming out of the shirt? All of my other ones do not have that?

Same with that also. When they polish down the die, it that border of where the fields and bust is reduced on the die, then the fields will show a raised area. No premium for this either. It is called die abrasion. Things can go real bad when this is done several times on a die:

The more the field is altered, the thinner the devices become and thus why his head looks smaller on the 1974. All coins struck with that die will be showing this mark like on your coin until the die is retired.
