i found this pennie in my change and do you guys thing this is a double struck error?

there is no error on the backside that is see

No, it looks like another cent was either stuck to this one with some unknown gunk (most likely), or another cent made an impression on this one under pressure (vise job). If it is gunk, acetone may remove it, but it's not worth the trouble. It is just a damaged cent.

I agree with the above.
If it was double struck, it would be reading
positive, not in reverse.

It looks like Elmer's glue that was on two coins and then pulled apart. Just glue on that area.
