Is this piece to be able fake or replica? The owner said it's 28.80 grs so the weight is not of a genuine one. But I am wonder if a replica can be so well made.

Well werent the Proofs made in Philadelphia that year? Plus it just looks all off

That is fake, and there are surprisingly good counterfeits out there. This is not one of them. The feathers on the reverse are flat and the letters are the wrong font (the holes in the "A"s are too closed). On the obverse, the rear foot it floating in space instead of on the ground, and the font of the date is wrong.

Yup....W proofs started in 2001. I have a similar proof from 2018 sold as genuine with no mintmark but the key hint is that it came in a small baggie with the label "Made in China" on it....major 'Duh"
