1960 D Small Date Lincoln Cent Die Failure?

I read one of the reasons the mint went to large date dies in 1960 was because of die breakage problems. Found this one and kept it out of curiosity, could this coin be an example of said failure? Looks different from a common greasier. Thanks for your help.

With Rim being intact I would think it is a Struck through a filled Die.

It was Struck Through Grease in that area. It's not die failure.
