What I'm learning about photos of slabbed coins is the plastic often adds what look to be scratches or hits. The plastic makes good focus tougher too such that the coin looks less well struck. It's almost as if one should mentally add a point or two to grades to compensate.
I agree with ms65. FS designations are all over the place for certain years so PCGS would and did call this one FS. Other 45 D FS nickels are missing the middle of the bottom step, like this coin.
Yes, it's a 5 stepper, which IMO should be noted on the label. I keep a album of FS Jeffersons and a separate album of high-grade, eye-appeal Jeffersons. There are many cases of a beautiful coin that is missing part of a step or two but which I prefer over a less beautiful full stepper.
