Does Gritty Texture And/Or Die Chips, Cracks Affect PCGS Grade?

Note, these two photos are not the same coin and are only for illustrative pupose.
I know various things can create different textures in the fields and devices, so when it's "gritty" like in this photo, but all the devices are struck nice and sharp, does PCGS take off points for the grittiness itself?
And then what about die abnormalities like die chips, breaks, cracks--do they lower the grade?

All those characteristics put a limit on how high a coin will grade, some more than others.
The more obvious the feature, the more impact it will have on a grade.
