So I have this 1968 Canadian mint set, I was looking at it and noticed on the 10 cent Obverse lower left below the E in Elizabeth some counter punched numbers. There are NO tears or marks on the cello. Not really certain what they are, but I think it is 1A? I did my best with the pictures

I don't think it would be a counterpunch.
Looks like it has been damaged before it was packaged.
These pop up from time to time.
