I'm not sure what it is, could be gas bubbles, or die gouges, but if that was doubling, I'm not sure what it is doubling of.

It could be a Doubled Die Reverse. It's actually possible for a Doubled Die to happen in that area.

I was just looking at a DDR that looked similar on vista, can't remember what year I was looking at... I think it was a batch of 2000-2008? LOL  Anyways... It looked very similar to your coin and on the same columns. I would say it is possibly a DDR.
