It's Machine Doubling. Machine Doubling is very common on the ATB Quarters for some reason.

Agree. There are quite a few of such ATB Quarter errors between 2015 to 2017.

The devices are incuse on the coin. ( sunk into the coin) these are raised on the die. So even the slightest movement of the coins dies before or after the strike can cause Machine Doubling. This happens very often on these quarters. The doubling is seen on the center part of the designs, not on outside devices most of the time.
