1998 LMC/Image From Foreign Planchet?

Good evening all. I was just looking at one of these coins that I had put away in a box full of them and come across this 1998 and the image in the background is raised, if that's what it is. I know I see bubbling but I read that there is a foreign planchet in this year as well. I tried looking that image (Lion maybe? p to match that image but I had no luck so I figured I would put it in your hands and you would be able to tell me what it is hopefully here are a few pictures which my focusing is not too good with this camera on my phone but it's the best I have right now.I thank you in advance. ( It weighs 2.4 g. )

It's just zinc rot and corrosion, not an error or a foreign planchet. This is what happens when the zinc core becomes exposed to the air or water for too long.

Heavy zinc rot. It's Post Strike Damage ( PSD), not an error. Value is 1 cent unfortunately.
