PCGS Registry Set Thoughts On The Lowball Kennedy Set

Currently the top two sets in the Lowball section are complete sets with 95% plus MS coins. One is also the top set in the Regular section. Do you think that PCGS should give a first place award to this kind of set in both sections. These sets knock out the "True" lowball sets from any kind of award.

Your thoughts.

I don't see any difference if someone has some MS fillers when their lowballs are better. It's just like the high MS sets having circulated fillers. Certain sets certainly have legitimate scoring debates but if completeness is going to be part of the scoring fillers will happen.

There wouldn't be a problem if the MS were just fillers but if you have 5 XF coins and 101 MS coins in a set the MS aren't fillers

I hadn't looked at the Kennedy low ball sets before, but I did just take a look. The only reason those guys are at the top is that no one seems to be actively trying that category. There's only 5 sets and 4th place only has like 4 coins. Even a low MS set should outscore the top two. They just found an area with nothing going on and added their nice set to it.

Now if it was popular and they were still outscoring people there would be a problem, but when they're at the top because no one is doing it than I don't have an issue. The only solutions would be to exclude MS coins entirely which I don't think they should or just delete that specific category

What is the requirements for the sets? "Compete with your lowest graded coins and have fun!"

The sets are not composed the same and not sure how you came up with 95% plus MS coins for the lowball set . . .
