As I was going through some quarters from 1964 this sparked my attention. Seems to be a random S. What is confusing is they did not mint coins in San Francisco during 1964 correct? So what is this about?

Looks like the coin just took a hit. It's coincidentally shaped like an S. In my opinion it's not an error. PMD. Keep looking!

I agree that this damage is oddly-shaped and looks something like a letter S. The nice thing is that the coin is silver and so worth a premium over face value in that regard.
