Yes. Most of the 2018-D I have seen have it,and some worse than yours.

They are called flow lines. If this die started creating these in the LDS die state, it could have created 500K of these in the die state that your coin is showing. So they are common. (those numbers would just be one one die. add in other dies wearing out, then you can see how common they are)
