The declared value should be the amount the item sold for, for example, the winning bid on ebay. If you have paperwork showing you paid less than the declared value,you should be able to get a refund from customs.

Actually I have been charged an import tax for a package I got from Australia. I won a gold nugget from the Perth Mint and it was sent Fed-Ex. 2 weeks after receiving the package, I get a letter from Fed-EX with a duty & tax invoice for $41.61 The package had a declared value of $893 and was taxed at a rate of 4.1% for a total of $36.61 and then Fed_Ex charges you $5, because they advanced the money to pay the fee so I would get timely delivery.
