I imagine this was dug out of the ground - perhaps by a detectorist - and they tried to make it look a bit more respectable before spending it. Cupro-nickel coins typically go this color when they have been buried.

Probably not a wire brush issue. Even cleaning with abrasive cleaners will create scratches on the coin. What is the weight?
