Looks like a normal large date copper cent that the die is in the later die states when your coin was struck with some circulation flattening. What is doubled?
This one is die two on the same area compared with a normal coin. Note how the devices on 002 are taller. On Wexler's WDDO-003 The top of the 'Y' flows upwards a lot more. http://doubleddie.com/828781.html The Machine Doubling looks similar.

I agree your coin looks like WDDO-003, but doubling in some places (especially above the E) is clearly die abrasion. I don't think your coin is a true doubled die. But then again I don't believe WDDO-003 is a true doubled die.
I agree with you about the "E" not being a DD. Also, I don't think it is a DD; with my little exp. that I have. I do think it is the same one (WDDO-003).
