So I've been hearing a few reports of stained 2019 W Lincoln cents and it reminded me of a similar issue I have with one of my own possessions. I own multiples of these Presidential proof sets and intend to sell most of them, but I've been held back because of vexatious discrepancies like this spotted John Tyler dollar, fearing it'll make the whole product less desirable. Is it common for proof coins to come with these imperfections?

Unfortunately yes, issues like that have been common from the mint which is why a lot of people just buy from the after market where they can see what they are getting

Looks like a sneeze coin.
That's the sort of thing that won't show up immediately.
And after time has passed there isn't anything you can do about it.

Black spots on cased proof sets are a sign that less care is being taken with the cleanliness of the coins, and less care with the packaging.

Wow, that's pretty bad. I have about 100 1957 proof sets in original packaging and not a single coin has any spots. The mint has gotten careless and/or employees don't really care.

I would have definitely sent that one back. I would consider that an impaired proof.

It just seems the quality control just isn't there anymore. I can understand over time that some sort of spots occur but when these are packaged they should be taking more care to put flawless coins into the packaging and cull out anything that is less than perfect.

All proof sets from the mid-seventies through the early eighties were terrible. Unless one seeks out originality as manufactured, It's best to remove them from their "coffin" before any real damage occurs, if not already. As for myself, I bought one of each year in question. One left intact the other cracked out and put in Air-Tites. With that, proof set packaging has improved since. None of those I own have any hint of environmental damage as of yet.
