I bought this yesterday. I like it, despite not being able to pin down exactly who it is.
I imagine that some of the experts should have no trouble fixing that for me.
Edit to add the weight is 3.5gram

Close, Ron. But it's actually a drachm of Vardanes II, 55-58 AD, Ecbatana mint. The shape of the bottom part of the king's beard, cropped off the flan here, is what determines the variety (Sellwood 69.13 or 69.14).

I would thus catalog it as Sellwood 69.13-14; Shore 384-5.

Thanks Bob. Would I be correct in saying that would make it scarcer than many of the other Parthian ruler's coins, but not necessarily more valuable since he is not a well known figure?

Fair to say, I suppose. Not too terribly uncommon but, on the other hand, they appear much less frequently on the market than, say, drachms of Phraates IV or Vologases III (Pakoros I). Fred Shore included a rarity guide, modeled on RIC, with his book on Parthians in 1993. He listed the Vardanes II drachms as R on a scale of C, S, R, and R1-5.

Ron: yep, good job on the mint: Ecbatana mint monogram for sure. Although later in the Parthian series that monogram becomes standardized across multiple mints, at this point in the history it indeed means Ecbatana.
